随着社会的进步,人们健康保健意识的增强,患者求医要求越来越高,优美的医疗环境,优质的医疗服务,一流的医疗技术,是目前求医者所期待的。然而,要对病人提供优美环境,优质服务,一流技术,作为医院来说,需要进行对旧病房的改造;需要引进先进的医疗仪器设备;需要对卫技人员业务素质提高的培养。这一切都需要大量资金的投入。但是从现实看,财政用于卫生支出的增长速度已经跟不上国有医疗资源的增长速度,国家财政补贴占医院总收入的比重逐年下降。下面是我们诸暨市人民医院从1990年至1999年10年间政府拨款与医院业务收入增长比例情况表:
