为把中央经济工作会议提出的支持国有企业发展的精神落到实处,今年国家有关部门出台了一项支持国有企业扭亏增盈的具体措施:由国家经贸委组织111个优化资本结构试点城市中的30左右的城市以及纺织、兵器等行业中领导班子好、产品有销路、当年可实现扭亏的企业,向国家申请专项贴息贷款。扭亏专项贷款金额为10亿元,由工商银行总行负责资金的落实。
In order to implement the spirit of supporting the development of state-owned enterprises put forward by the Central Economic Work Conference, this year the relevant state departments have issued a concrete measure to support the state-owned enterprises in turning losses into profits: the State Economic and Trade Commission has organized 111 pilot cities to optimize capital structure. The 30 or so cities and companies in the industries of textiles, weapons, and other industries that have good leadership, products that can be sold, and that can turn deficits in the year will apply for special discount loans to the country. The amount of the special loan for deficit losses was RMB 1 billion, and the ICBC head office was responsible for the implementation of the funds.
