干部选拔任用问题事关民心向背和党的事业兴衰成败。近年来,中央高度重视干部人事制度改革,提出了一系列原则和要求。陕西省西安市未央区贯彻落实中央精神,明确提出了“干部是促进未央发展的关键资源”和“用好的制度把干部选准用好”的理念,以“实名制推荐”为突破口,实行“选人用人七步工作法”(本期热点聚焦中有案例介绍),进一步扩大干部群众在选人用人上的话语权,初步形成了一套干部选拔任用工作的新机制,引起社会广泛关注。从未央区的做法看,这项改革显然是对“一把手”用人权的削减,如果没有“一把手”的全力支持,改革很难推进。一把手的理念对改革起着至关重要的作用。这是促使我们采访区委书记郭大为的初衷。
