行政许可法从今年7月1日起实施。认真贯彻实施行政许可法,是实践“三个代表”重要思想、坚持执政为民、完善社会主义市场经济体制,全面推进依法行政,建设社会主义政治文明的重要举措。我们一定要从政治的、大局的、战略的高度认识其重大意义,以求真务实的态度抓好贯彻实施,全面推进依法行政。要切实统一思想。思想是行动的先导。统一思想,提高认识,是认真贯彻落实行政许可法,全面推进依法行政的前提和基础。行政许可法是一部规范政府共同行为的重要法律,它集中体现了依法行政、执政为民的宗旨,适应了依法约束政府行为的内在要求,蕴含了法治政府是有限政府、服务政府、透明政府、诚信政府和责任政府的理念,反映了设权应有法定,有权必有责,用权受监督,侵权须赔偿等权力运行的一般规律。行政许可是政府机关管理经济社会事务的一种重要手段,事关人民群众的切身利益,事关政府与人民群众的关系,事关政府工作的全局。

Administrative licensing is an important means by which government agencies manage economic and social affairs.
