随着中国社会阶层分化范围的扩大和层面的加深,干部阶层作为特殊群体,掌握着较多的资源,生存发展环境较好,并且有着较大的上升空间。本文以皖北某地级市为例,分析了该市干部阶层的基本情况,发现干部阶层的生存和发展环境状况方面还不尽如人意,存在着制约干部阶层发展的各方面因素,笔者针对这些情况,提出了要优化干部阶层发展的政治生态环境,建立干部人事制度新体制,把握干部思想动态的新方法和新途径,为干部阶层的生存和发展营造良好的内外部环境,从而促进干部阶层的发展。
With the expansion and deepening of the differentiation of social stratum in China, the cadre stratum, as a special group, has more resources, has a better environment for survival and development, and has greater room for growth. Taking a prefecture-level city in northern Anhui as an example, this paper analyzes the basic situation of the cadres in this city, and finds that the cadres’ survival and development environment are not satisfactory. There are various factors that restrict the development of cadres. These situations put forward the new methods and new ways of optimizing the political and ecological environment for the development of the cadre class, establishing a new cadre and personnel system, and grasping the dynamics of cadres so as to create a favorable internal and external environment for the survival and development of the cadre class and thus promote cadres Stratum development.
