统筹整合使用财政涉农资金是新形势下党中央关于保障贫困县集中资源打赢脱贫攻坚战的决策部署,也是农发行发挥信贷资金与财政资金合力作用,全力服务脱贫攻坚的新途径。为更好地发挥信贷资金与财政涉农资金支持脱贫攻坚的合力作用,尽快落实以各地财政涉农资金整合为契机,全面推动农发行扶贫信贷工作深入开展的要求,笔者分赴河北省张家口市张北县和河南省安阳市滑县,对两县财政涉农资金整合情况进行了调研。期间,分别与当地政府有关部门和县支行进行了座谈,了解当地财政涉农资金整合的进展情
Making Overall Plans and Integrating Financial Funding for Agriculture is the Decision-making Plan for the Central Committee of the Party Central Committee on Protecting the Concentrated Resources of Poverty Counties and Winning Offensive Poverty in the New Situation under the New Situation. It is also a new way for ADBC to play its part as a synergistic effect of credit funds and financial funds to fully serve the needs of tackling the poverty issue. In order to give full play to the combined use of credit funds and financial support for agriculture in getting rid of the poverty and speeding up the implementation of the poverty alleviation and credit work provided by the Agricultural Development Bank in an all-round way as soon as possible through the integration of finance-related agricultural funds across the country, the author went to Zhangjiakou, Hebei Zhangbei County and Anyang City, Henan Province, Huaxian County, the two counties involved in financial integration of agriculture-related research.
