第一章总则第一条除四害讲卫生是爱国卫生运动的重要内容。为在爱国卫生运动中加强除四害(指蚊、蝇、鼠、臭虫包括蟑螂,下同)的管理工作,减少疾病传播,提高环境质量和生活质量,保障人民身体健康,特制订本条例。第二条国家实行除四害管理监督制度,由各级爱国卫生运动委员会办公室具体执行。第三条全国各地、各单位及个人都有除四害的义务,都应遵守本条例规定,积极控制和消除四害孳生条件,自觉杀灭四害。
Chapter I General Provisions Article 1 In addition to protecting public health, public health is an important part of the Patriotic Health Campaign. In order to strengthen the management of the four pests (mosquitoes, flies, mice, bugs and cockroaches, the same below) in the Patriotic Health Campaign, reduce the spread of diseases, improve the quality of the environment and the quality of life, and ensure the health of the people, these Regulations are enacted. Article 2 The State shall implement the system of supervision and administration of the four pests of disease management and shall be implemented by the offices of the Patriotic Health Campaign Committees at all levels. Article 3 All localities, units and individuals all have the obligation to remove the four evils and should abide by the provisions of these Regulations and actively control and eliminate the conditions for the four pests and consciously kill the four pests.
