美国的“9·11”事件、中国的 SARS、印度洋的海啸……,这些人为的或自然的灾害造成的伤害我们至今记忆犹新。在城市中,由于人口密集,自然灾害、事故灾难、公共卫生、社会公共安全等方面的突发事件一旦发生,往往都会造成巨大的损失。目前国内防灾减灾形势严峻,特别是城市防灾减灾工作日趋紧迫。2005年5月25—26日,“首届中国城市防灾减灾国际论坛”在北京举行,参加论坛的专家学者对当前世界范围内的城市防灾减灾的体制、机制、法制及国际合作等众多焦点难点问题进行了广泛而深入的探讨。本刊现予摘登。
The “9.11” incident in the United States, the SARS in China and the tsunami in the Indian Ocean ... We are still fresh about the damage caused by these man-made or natural disasters. In the cities, huge incidents are often caused by emergencies such as dense population, natural disasters, accidental catastrophes, public health and social public security. At present, the situation of disaster prevention and reduction in China is grim, especially in urban areas where disaster prevention and mitigation work is becoming more and more urgent. From May 25 to 26, 2005, the “First International Forum on Urban Disaster Prevention and Reduction in China” was held in Beijing. Experts and scholars participating in the forum focused on the current system, mechanism, legal system and international cooperation in urban disaster prevention and mitigation in the world.
