一直以来,医院管理工作都离不开绩效,绩效管理不仅是医院完成阶段性战略目标,以及目标分解的主要途径,更是医院日常管理业绩评价的激励手段。近年来,随着市场经济体制的不断深化,医疗服务市场格局发生了很大变化,原有的体制内保护与资源控制等优势不断丧失,同时随着社会资本的介入,以“优质、低价、高效”为宗旨的民营医院的出现,使原本就呈现激烈竞争的市场,显得更加拥挤。基于以上事实,本文在查阅相关文献的基础上,集合市场现状,就医院如何从管理的角度,提高服务效率和经营效益等问题谈几点心得体会,旨在改变原有较为单纯的医疗质量评估体系,并尝试建立以公益性为核心的公立医院绩效评估管理体系(平衡积分卡医院绩效管理),仅供参考。

Based on the above facts, this article based on the relevant literature, the current situation of the market, the hospital from the management point of view, improve service efficiency and operational efficiency talk about some issues such as experience, to change the original simpler medical quality assessment System, and try to establish a public hospital performance evaluation management system (Balanced Scorecard Hospital Performance Management) centered on public welfare, for reference purposes only.
