涉法上访案件,案情复杂、涉及面宽、处理难度大,如果得不到妥善解决,不仅难以保障上访群众的合法权益,而且直接影响社会治安的稳定。2004年以来,我院根据上级部署,认真开展涉法上访问题专项治理活动,积极探索解决涉法上访案件的方法途径,取得了显著效果。截止到2004年11月,我院运用“五解法”排查的7起涉法上访案件全部息诉结案。我们的主要做法是: 一、全面排解法 我院在处理涉法上访问题的实践中,逐步总结
Cases involving petitioning involving law do not only make it difficult to safeguard the lawful rights and interests of the petitioners but also directly affect the stability of public order because of their complicated merits, wide coverage and difficult handling. Since 2004, our hospital has earnestly carried out special governance activities concerning petitions for law-involved visits according to its superior deployment and has actively explored ways and means of settling petitions involving law and has achieved remarkable results. As of November 2004, our hospital investigated and prosecuted all seven petitions involving petitioners for “five solutions” investigation. Our main approach is: First, a comprehensive solution law Our hospital in dealing with the issue of petitions involving law, and gradually sum up
