本文分析了大中型航空工业企业推行内部经济承包责任制中存在的主要问题,并提出了解决这些问题的对策。 存在的主要问题是:(1)大企业的集团优势难以发挥,企业的总体效益差;(2)承包者风险小、得利少,缺乏竞争性,吸引力不大;(3)承包者行为短期化;(4)科室仍然“吃大锅饭”,积极性没有充分发挥。 解决问题的对策是:(1)建立适应实行企业内部经济承包需要的管理体制;(2)提高企业内部经济承包责任制的科学性;(3)强化企业经营和综合管理;(4)国家对军工企业要实行必要的保护政策。
This article analyzes the major problems in the implementation of the internal economic contract responsibility system of large and medium-sized aviation industrial enterprises, and proposes solutions to these problems. The main problems are: (1) The advantages of large companies are difficult to exert, and the overall efficiency of the enterprises is poor; (2) The contractors are less risky, less profitable, less competitive, and less attractive; (3) contractor behavior Short-term; (4) The department still “eats a big pot of rice,” and the enthusiasm has not been fully exerted. The countermeasures to solve the problems are: (1) Establish a management system that meets the needs of implementing internal economic contracting of enterprises; (2) Improve the scientific nature of the internal economic contract responsibility system of enterprises; (3) Strengthen enterprise management and comprehensive management; (4) Military enterprises must implement the necessary protection policies.
