说到电子政务建设的作用,人们很容易达成共识:提高政府内部工作效率;提供更优质、便捷的公共服务;实现我国政府由职能型向服务型的转变。基于这种认识,同时也参考国外电子政务建设的经验,许多人把政府的服务质量当作电子政务的惟一目标,在建设中大力倡导以公共服务为中心。毫无疑问,这种观点从长远来看是正确的,但是落实到日前的实际建设中,却难以带来显著的效果。针对于此,国务院电子政务示范工程总体专家组成员、国家行政学院公共管理教研部教授汪玉凯表示,电子政务的目标模式应该是“服务导向型”,以政府的服务质量为主,兼顾政府的管理效率。
Speaking of the role of e-government construction, people can easily reach a consensus: to improve the efficiency of government work; to provide better and more convenient public services; to achieve our government from functional to service-oriented changes.
