法治的实现是一项系统工程,而法治意识是法治实现不可或缺的条件。公务员在国家中的特殊身份,决定着其在法治建设中起着主心骨的作用。本次课题组围绕公务员对法治观念、法治信仰、法治参与的理解进行调查。从结果得知公务员的法治意识在量和质上都有明显的提高,但不可否认由于文化传统、历史背景等因素的影响,其法治意识存在多样性和差别性的特点。因此,树立法治观念、深化普法教育和规范权力结构对提高公务员法治意识不失为有效的途径。
The realization of the rule of law is a systematic project, and the awareness of the rule of law is an indispensable condition for the realization of the rule of law. The special status of civil servants in the country determines that they play a key role in the construction of the rule of law. The task force focused on civil servants on the concept of the rule of law, faith in the rule of law, the investigation of the participation of the rule of law. The result shows that the awareness of the rule of law in civil servants has obviously improved both in quantity and in quality, but it is undeniable that due to the influence of cultural traditions, historical background and other factors, there is diversity and difference in legal consciousness. Therefore, establishing the concept of the rule of law, deepening the popularization of legal education and standardizing the structure of power are all effective ways to improve the awareness of the rule of law in civil servants.
