宁夏对黄河来水开展的水权转换取得了明显的效益,但依靠单一的节水工程进行转换的模式也给当地生态和周围居民带来了不利的影响,为此有必要构建科学合理的生态补偿机制,本文阐述了生态补偿机制加快构建的必要性和紧迫性,并从基本原则、运行模式、补偿标准、补偿方式等方面探讨了宁夏黄河水权转换生态补偿机制的具体内容。
Ningxia has obtained obvious benefits to the water rights transfer carried out by the Yellow River. However, the mode of relying on a single water-saving project also brings adverse effects on the local ecology and surrounding residents.
