一、加强广东省、广州市、深圳市三方间的合作与协调,形成和完善统一的珠江三角洲证券市场的管理体制和监管机制.随着珠江三角洲证券市场一体化进程的不断深入,日益需要对整个珠江三角洲证券市场进行统一的有效的管理,而目前“三地分治”的状况显然不适应这种需要,必然妨碍珠江三角洲证券市场一体化进程的发展.因此,宜废除在广东省、广州市与深圳市都分设证券委的做法,而应在省政府的领导下,由广东省、广州市、深圳市的有关人士共同参与组建全国证券委的特派机构——广东证券委,负责对整个珠江三角洲乃至华南地区证券市场的监管.证券委的权力应相对集中,改变目前证券市场多头管理,政出多门的状况.证券委应吸收证券方面的专业人士参加,建立健全证券管理的内部各部门,制定一套程序化的监管工作制度.
