本文简述了滨海旅游度假区的概念和特征,分析了旅游发展趋势,我国滨海旅游度假区规划建设的发展现状,探究了滨海旅游度假区规划建设过程中存在的问题,提出了滨海旅游度假区规划建设的实践措施:优化规划建设基本程序;增强规划建设的民主性科学性法规性;(大力倡导开放的设计程序;协调与贯彻规划控制意图在各层次规划上表现;加强滨海旅游度假区开发建设中的控规的作用);实施规划控制与“激励——补偿”措施相结合;规划建设管理的系统统一。
