1992年10月,国务院总理李鹏给第三次全国设备管理工作会议的贺信,在当前企业转换经营机制,政府转变职能过程中,不仅为企业设备管理工作指明了方向,而且对各级政府经济管理部门提出了明确的要求。这对当前做好设备管理工作具有重要现实意义,以及对今后全面加强设备管理具有深刻的指导意义。值此总理贺信发表一周年之际,就个人学习、领会李鹏总理贺信精神,谈一些粗浅的体会与看法。 我认为李鹏总理贺信的重要意义,包含以下几个大的主要方面: 一、贺信明确了两个条例的内在联系与相互关系 贺信首先指出,在当前转换企业经营机制过程中,要继续落实《全民所有制工业交通企业设备管理条例》(以下简称《设备管理条例》)的各项要求。李鹏总理在这里深刻地揭示了《全民所有制工业企业转换经营机制条例》(以下简称《转换经营机制条例》)同《设备管理条例》的内在联系与相互关系。
In October 1992, State Council Premier Li Peng sent a congratulatory letter to the third national equipment management work conference. In the current process of transforming the business mechanism of the company and changing the government’s functions, it not only pointed out the direction for corporate equipment management, but also economic management at all levels of government. The department made clear requirements. This has important practical significance for the current equipment management work, and has a profound guiding significance for comprehensively strengthening equipment management in the future. On the occasion of the first anniversary of the congratulatory letter of the Prime Minister, on personal learning and comprehension of the spirit of Li Peng’s letter of congratulations, he talked about some superficial experiences and views. I think that the significance of Premier Li Peng’s letter of congratulation includes the following major aspects: 1. The letter of congratulations clarified the internal relations and mutual relations between the two regulations. The congratulatory letter first pointed out that in the current process of transforming the operating mechanism of enterprises, we must continue to implement Regulations for the Equipment Management Regulations concerning Industrial Transportation Enterprises (hereinafter referred to as the “Equipment Management Regulations”). Premier Li Peng has profoundly revealed here the intrinsic links and interrelationships between the “Regulations on Changing the Operating Mechanism of Ownership-Owned Industrial Enterprises” (hereinafter referred to as the “Regulations on Transforming Operational Mechanisms”) and the “Equipment Management Regulations.”
