青岛市依托社区卫生服务平台,逐步推行门诊统筹工作,对减轻广大参保人的就医负担发挥了积极作用。青岛市的突出特点是,从建立城镇居民基本医疗保险门诊统筹,到建立城镇职工基本医疗保险门诊统筹,分为三步走,这三步走得很稳妥,很成功。
Relying on the community health service platform, Qingdao City has gradually implemented out-patient co-ordination work and played a positive role in alleviating the medical burden on the majority of insured persons. The outstanding feature of Qingdao City is that it is a three-step walk from establishment of basic medical insurance outpatient service for urban residents to establishment of basic medical insurance outpatient service for urban workers. The three steps are very sound and successful.
