9月11日,国务院总理李克强在大连“夏季达沃斯论坛”上指出,中国经济发展的奇迹,已进入提质增效的“第二季”。“第二季”的提法,确实是对当前中国经济发展阶段的客观定位。在经历改革开放三十多年的快速发展后,GDP总量、财政收入等盘子已经到了一个可观的体量,但是隐藏的问题也很多,并将在短期内慢慢释放出来。因此,各方改革的呼声也越来越强,而此次提出的“提质增效”无疑提供了一种现实方向和可操作路径。
