实施人才战略工程,努力造就新型人才,是新军事变革和我军现代化跨越式发展对人才队伍建设提出的新要求。笔者认为:内陆军分区、人武部的人才建设要有自己的特色,加强人才建设。必须在提高认识上注重连续性、在培养对象上区分层次性、在学习内容上体现特殊性、在培训方法上提倡多样性、在创建机制上讲求科学性,在提高认识上注重连续性。思想认识是一个不断变化和更新的过程。认识越高,行动越自觉。因此,必须紧紧抓住提高思想认识这个前提,通过经常的持续不间断的思想发动,引导官兵从“四个认清”中激发学习动力。一是认清人才建
