文章阐述了地方立法民主化的现实意义,认为地方立法存在的问题严重制约了立法质量的提高。着重从立法程序的各环节提出推进地方立法民主化的措施:提高审议者素质,完善审议程序,推进地方立法主体的立法行为的民主化;健全征求意见的制度性规定,建立地方立法机关与公众之间的良性沟通;完善地方立法信息公开机制。
The article expounds the practical significance of the democratization of local legislation and holds that the problems existing in the local legislation seriously restrict the improvement of the quality of legislation.
