《国家中长期科学和技术发展规划纲要(2006~2020年)》实施以来,我国财政科技投入快速增长,科研项目和资金管理不断改进,为科技事业发展提供了有力支撑。但也存在项目安排分散重复、管理不够科学透明、资金使用效益亟待提高等突出问题。为深化科研体制改革,近日,国务院发布了《关于改进加强中央财政科研项目和资金管理的若干意见》(国发〔2014〕11号,以下简称“《意见》”),为未来一个时期改进加强中央财政民口科研项目和资金管理改革提供了纲领性文件。
Since the implementation of the “National Plan for Medium and Long-term Scientific and Technological Development (2006-2020)”, China’s rapid investment in science and technology has been accelerating. Research projects and capital management have been continuously improved, providing strong support for the development of science and technology. However, there are also prominent issues such as duplication of arrangement of projects, lack of scientific and transparent management and the urgent need to improve the efficiency of capital utilization. In order to deepen the reform of the scientific research system, the State Council recently promulgated the “Opinions on Improving and Strengthening the Central Government’s Research Projects and Capital Management” (Guo Fa [2014] No. 11, hereinafter referred to as the “Opinion”) for a period in the future Improve and strengthen the scientific research project of the population of the central government and fund management reform provides a programmatic document.
