董必武法律思想的精髓是其法治思想,即“依法办事”的思想。对于“依法办事”而言,有法可依是前提,有法必依是关键,而“信法”则是思想意识条件。本文论述了董必武关于正确认识“信法”与“守法”关系的意义,当时“不信法、不守法”现象产生的历史和社会根源,以及采取措施改变这种状况从而使人民信法、守法、依法办事的思想;并在此基础上,论述了董必武“信法”与“守法”思想在当前的现实指导意义。
The essence of Dong Biwu’s legal thought is its thought of rule of law, that is, “act in accordance with the law”. For “doing things in accordance with the law”, there are legal prerequisites, law is the key, and “letter law” is the ideological condition. This article discusses the significance of Dong Biwu’s understanding of the relationship between “law of letters” and “law-abiding,” the historical and social causes of “not believing in law, not law-abiding” phenomena, and measures to change the situation so that people’s abiding by the law, On the basis of this, the author expounds the current practical guidance of “law of letters” and “law-abiding” of Dong Biwu.
