论整合科技资源跨区域科技赈灾模式的构建——以汶川地震为例

我国与发达国家减灾技术差异、我国减灾技术时空差异和我国区域减灾事业差异决定了整合科技资源跨区域科技赈灾的必然性。本文在综合减灾思想指导下,建立了整合科技资源跨区域科技赈灾模式,强调在中央政府的统一指挥领导下,以地方政府为主,整合各方各种科技资源,及时有效开展科技赈灾行动,形成一个有机、高效、自组织的科技管理系统,核心是将不同类型、不同层次的科技赈灾行为融合为一个有机的整体,使其相互间的协同产生最大的综合减灾绩效。论文具体以汶川地震为例,分析了中央政府是整合科技资源跨区域科技赈灾的决策中枢、地方政府是整合科技资源跨区域科技赈灾的执行中坚、其他区域是整合科技资源跨区域科技赈灾的坚强后盾,同时也有赖于社会各界的协同配合。
