This paper attempts to study city population, resource, economy and current development of the society from the angle of city relative comprehensive resource carrying capacity to improve traditional relative resource capacity model and established an evaluation index system of urban relative comprehensive resource carrying capacity. It used factor analysis method to determine index weight and select index reference value. After comparing different types of resource carrying capacity of 13 provincial-capital cities in eastern China from 1999 to 2008, those cities were divided into 4 types according to Cluster analysis method. Analysis shows that overloading of city relative comprehensive resource carrying capacity has improved greatly. Economic growth is the most obvious increase in city relative comprehensive resource carrying capacity increase, and the second most increase is Land resources growth. The least obvious increase is society resource growth. Those development situations demonstrate that main cities in China pay great attention to economic and land resource growth than society and cultural development.
