A new participatory risk communication method,"the Yonmenkaigi system",originally developed in a local community in Japan,is for improvement of disaster reduction capacity in a community.Most of current risk communication methods mainly treat the risk awareness of disaster and focus on the individual actions in post disaster.This method is utilized for developing a collaborative action plan for disaster reduction activities in a community level.As demonstrated in a case study carried out in the City of Kyoto,this method shows its relevance and effectiveness in developing collaborative action plans for preparedness and mitigation of disaster in a community.
