The article focuses on the issues of maintaining the balance of interests of different stakeholders who participate in the work of external evaluation panels and take a decision on the outcomes of external reviews of HEIs.The problems arouse as a result of the new Russian legislation in the sphere of education,which introduced changes in the methods of evaluation of HE quality,having differentiated the functions of the state and professional associations.An example of good practice in the work of the National Centre for Public Accreditation(NCPA)is given,which consists in putting together an evaluation team in such a way so as to provide an effective interaction of all stakeholders in the quality assurance procedures.
