In the process of comprehensive performance evaluation of new-structure satellite navigation signals,some difficulties were encountered including the wide varieties of performance indicators,the lack of a clear indicator system,the complex relationships and strong correlations among different indicators,the differences in user preferences of the significances of various indicators,and so on.Based on the comparative analysis of different models and methods for the fuzzy multi-objective group decision making problems,we proposed a comprehensive signal performance evaluation approach that integrates multiple methods.Firstly,these performance indicators are dealt with Analytic Hierarchy Process (AHP) so that the indicator system becomes hierarchical.Afterwards the Fuzzy Cluster and Principal Component Analysis (PCA) is utilized to eliminate the correlations between different signal indicators in order to ensure scientific assessment.Then the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is employed to merge all the indicators and obtain the relative member-ship degree of the corresponding signal structure option.Finally,the ranking of alternative signal options produces objective and optimal decision making.The evaluation results of GPS L1C signals based on the theoretical and measured data demonstrate the rationality,feasibility and effectiveness of the proposed approach.The approach provides an efficient technical means for the comprehensive performance evaluation of satellite navigation signal structures.
