In Hong Kong, MIL development has generally grown out of existing media literacy (ML)programs.The purpose of this paper is to examine how the concept of media literacy is being extended to MIL in Hong Kong.The major impetus to the development of MIL in Hong Kong is the changing socio-technological environment.Meanwhile, Hong Kong is transitioning from an industrial society to a knowledge society.In the new society, young people will need to constantly innovate and cultivate high level of information skills.For this reason, local media literacy educators regard cultivating media and information literate citizens as an urgent educational task and they have begun to promote MIU Their efforts include advocating the conceptual change from ML to MIL,launching experimental practices, accumulating MIL knowledge, conducting academic exchange, promoting MIL and doing relevant research.The paper will also have a retrospective look at the development of the MIL initiatives in the past decade to see how to inform local advocates about what to do next.Moreover, its lessons or shortcomings may also help other countries in formulating their MIL strategies.
