To comprehensively analyse the effect of tradable credit scheme(TCS)onregulating traffic flow,this study investigates the impacts of initial credit distribution scheme(ICDS)on network mobility management considering travelers cognitive illusion(CI)andtransaction cost(TC).The CI often occurs when travelers make route choice decisions byevaluating the generalized path travel cost with provided information,due to factors such aslimited capability of reasoning etc.By incorporating travelers CI into the generalized path travelcost,a novel UE&ME condition(user equilibrium and market equilibrium)is presented todescribe the stable equilibrium state of road network under a given TCS.To better analyse theimpacts of ICDS on managing traffic network mobility,four different types of ICDS areintroduced and studied with a unified variational inequality(Ⅵ)modeling framework.Thesufficient condition for the uniqueness of UE network flow and ME credit price is provided,and asolution algorithm is explicitly presented to solve the Ⅵ model.This study also investigates thesystem optimal(SO)TCS design problem where the sufficient conditions for existence of SO TCSare discussed.The numerical example shows that the presence of travelers CI has an effect oflowering ME credit price; besides,both ICDS and TC have network-wide influence on the MEcredit price as well as the UE network flow.
