With the rapid development of higher education, the second class to the students needs more.On the basis of reference of extracurricular activities in abroad institutions and analysis of the second class situation of domestic institutions, this author makes a careful plan of the second class from reality, highlights the second class characteristic of curriculum, the plan upgrades the coefficient of extramural activities, and makes the second class a part of the Credit System, then suggests a means of the tutorial system.Implementation of the plan promotes the combination of teaching inside and outside the classroom, and the combination of teaching inside and outside the institutions, then Influences the healthy growth of the students.
