The development of ecological industry and the promotion of circulation economy are the inevitable processes to realize ecological civilization.This paper analyzes the basic concept of the ecological industry and the recycling economy, and their basic characteristics, the scientific connotation as well as their strategic position in our social ecological development model, and expounds the strategy of developing circular economy and its implementation is the inevitable choice of industrial ecology.
