阐述了资源节约型农业的内涵即节约型农业是以节约农业资源或农业生产投入物为重点的农业生产方式,其核心是提高资源利用效率;为定量综合评价区域节约型农业发展水平,构建了一个评价指标体系(分4个层次,涵盖复种指数等17项指标);介绍了节约型农业的具体评价步骤,包括数据标准化、使用层次分析法确定指标权重以及计算综合评价指数等;最后提出了一般意义上的促进节约型农业发展的政策设计的几点原则,即制定节约型农业发展促进政策需因地制宜、积极稳妥地推进农业市场化改革等。
