The measurement of system resilience is an important element of risk analysis for infrastructure protection.Yet,to date, few authors offered useful measures of resilience that can be integrated into a larger-scale risk analytic framework. The problem is even more acute when one forces himself/herself to admit that any expression of resilience is highly uncertain due to the typically complex and dynamic structure of most networked systems. This work aims to make progress toward a probabilistic expression of resilience that fits within a larger framework for infrastructure risk analysis.
