For a long time, the localization of Japan’s overseas business operations has been slow. However, the changes in the investment environment in Suzhou in recent years and the adjustment of Japanese investment enterprises in China’s investment strategy have prompted the Soviet-Japanese enterprises to accelerate their localization. The conclusion of this report is that in terms of localization of management, most of the mid-level cadres of Japanese companies have achieved localization, but executives are still mainly dispatched by the head office. In terms of the localization of business relationships, small and medium-sized Japanese companies began to actively expand their business cooperation with local companies. The benchmarks for their choice of partners are mainly quality, cost, and delivery time. In terms of the localization of management methods, Japanese companies have retained the advantages of Japanese-style production management, but gradually tended to adopt Chinese-style personnel management methods in human resources management.
