Continued increase in traffic congestion has been an important barrier for individuals travel quality and socioeconomic development.Since the density of road network is already concentrated in some area, which means the traditional measures, such as road construction, may no longer acceptable.Active traffic management (ATM) is considered as the new dynamic traffic control and management strategy to combat traffic congestions which includes peak hour lane,adaptive signal control, speed harmonization and so on.Peak hour lane is widely applied on Dutch freeway in order to reduce traffic congestion during the peak hour.The effect of this measurement is evaluated by real traffic data.The nearest-neighbor method is adopted to deal with the missing data.The positive and negative aspect of peak hour lane are investigated from the experiments.The capacity for the 2-lane freeway will increase when the hard shoulder is used as an additional lane.The speed and travel time also can be influenced by the release of the peak hour lane.
