The Cold Region and Black Glebe in Heilongjiang Province is one of the three black glebe resources in the world,the content of organic matter of which is up to about 5% and the high quality rice planted on it is favored by consumers.However,the rice farmers did not get too much income from the production of rice because of the much lower price.The high quality and high price of rice has related to the increase of farmers income and the enhancement of competitiveness of rice and it is an important means to achieve the overall objective of building a moderately prosperous society and solve the "three rural" issue.This paper attempts to explore the path to the realization of high-quality rice at higher prices from the perspective of industry chain.
