There are some models of comprehensive care that are able to take advantages of potential interfaces between drug users and the health care system through primary care or specialized drug treatment programs and other community services from harm reduction programs to drug free programs and programs in custodial settings.No single model is sufficient in any given environment.The most important goals of appropriate treatment for the individuals are to stay alive, achieve abstinence or a stabilized use, stabilize social live, improve physical health and reduce criminal activity.The most important effectiveness for society is to improve public health, reduce emergencies, hospitalisations, reduce spread of HIV and other infectious diseases, reduce social welfare costs and reduce costs in criminal justice system.Presented programs might set as an example of a successful practice in line with United Nations recommendations The authors will present the European and global resolutions, position papers, recommendations for effective drug policy, respecting human rights conventions, that do not distinguish between people who use certain drugs and those who dont and possibilities of collaboration with social rehabilitation programs and activities of the South Eastern Adriatic Addiction Treatment network, European Opiate Addiction Treatment Association and World Federation for Treatment of Opiate Dependence.
