The Special Education is not that attracting except its related component-the Special Olympics,especially for a developing country which cannot offer special training programs and some competitions for the menial-disabled persons in a long-term run.It wouldnt be promising in education development if the country neglected the development of the special education strategically,in terms of as an important component of the public service in China.It would be definitely significant,ff the education development were functioned well in all-round view.Here in China,it fundamentally was developed in a relativelypoorer condition in this aspect.The various factors are related with this result; the various components of this situation formation will be integrated by the researchers and revealed through this paper.The researchers proposed the right direction focusing on the integration of all items on the purpose of this wellhealthy development and drew an ideal formatting mechanism as well as a marvelous picture in terms of the Special Education development in China in macro-view and strategically in the area of public service.
