英国是世界上最早建立食品安全立法体系的国家之一。该文旨在考察1860—1914年间英国食品安全法的立法和实施情况。1860年英国政府制定了第一部《食品安全法》,在地方政府委员会的推动下,至1914年初步建立了行之有效的食品安全立法体系与监管体制,近代英国的食品安全环境得以明显改善。笔者认为,维护食品安全不仅是英国政府理所当然的重要社会职能,同时也是保证国民经济持续发展和公共安全的需要。
Britain is one of the first countries in the world to establish a food safety legislation system. This article aims to examine the legislation and implementation of the UK Food Safety Law from 1860 to 1914. In 1860, the British government formulated the first “Food Safety Law”. Under the promotion of local government commissions, the effective food safety legislation system and supervision system were initially established in 1914, and the food safety environment in modern England can be significantly improved . The author believes that safeguarding food safety is not only an important social function taken for granted by the British government, but also a need to ensure the sustained development of the national economy and public safety.
