教育腐败现象频发,已经成为世界各国共同面临的问题。我国教育腐败的主体是教育工作者,主要包括管理者和教职工两类;教育腐败的类型不仅包括贪污、受贿、挪用公款等职务犯罪类型,还包括学术腐败、乱收费、违规职称评审和招生择校等具有系统特点的新腐败类型;教育腐败的领域主要为财物管理、基建工程、物资采购、职称评审、招生考试等。针对教育腐败原因的多样性和多层性,应通过重塑教育领域内职业伦理规范、建立健全教育领域监督制度与权力制衡制度、推进教育领域社会监督、强化教育领域的相关立法等一系列举措完善我国教育腐败防治机制。
Frequent corruption in education has become a common problem faced by all countries in the world. The main body of education corruption in our country is educators, mainly including managers and faculty. The types of education corruption include not only the types of job-related crimes such as corruption, bribery and misappropriation of public funds, but also academic corruption, arbitrary fees, School choice and other new types of corruption with systematic features; the main areas of education corruption are property management, infrastructure projects, procurement of materials, professional titles, admissions exams. Aiming at the diversity and multi-layers of the causes of corruption in education, a series of measures should be taken, such as reshaping occupational ethical norms in the field of education, establishing and perfecting the supervision system and power check-and-balance system in education field, promoting social supervision in education field and strengthening relevant legislation in the field of education Perfecting education prevention and control mechanism of education in our country.
