Take a riverside well field of Beipiao city in Liaoning province as a case study, firstly, supply and demand condition of groundwater resources are analysed based on the economy, society and living condition of study area. Secondly, groundwater flow numerical simulation model can be established by using Visual MODFLOW on the basis of fully analyses of the dynamic condition. Moreover, water balance is also analysed. According to the predicted groundwater allowable withdrawal of the year 2010 and the water demand from 1980 to 2004. Considered the increase of population, economic increase, the development of society and other factors, grey method is used to predict the water demand in 2010. Combined with the result of water supply and demand, the system factors of safety water supply estimate can be primarily estimated. Make use of principle component analysis method to filter these factors and through clustering analysis can classified the estimated eleven factors into three types. Analytical hierarchy method is used to establish the weight. In order to make a comparision, fuzzy synthesis assessment method is also used to make an estimate. Finally, the result of safety water supply of Beipiao city can be concluded .The safety water supply prediction in 2010 which based on the present analysis and the water supply and demand in 2010 shows that water demand is much larger than water supply. Hence, the crisis of water supply becomes more serious. A series of project measures must be taken to solve this problem. This contains adjusting the distribution of pumping well and buildingg rubber dam in order to avoid the exploitation in the area of groundwater level drawdown and block the river volume to increase the recharge discharged into the groundwater. As for the water demand, people must be aware of the importance of saving water. And reasonable water resources collocation and transferation are also needed. Other methods can also be employed to try to settle this problem to carry out the sustainable utilization of water resources.
