The days of arson still revealed bursts of coolness. In July 1998, the consumer price index and the retail price index of merchandise dropped by 1.4% and 3.2% respectively as compared with the same period of last year. The cumulative decline in January and July was 0.4% and 2 .2%, all down 0.1 percentage points from the previous month’s index; and have been negative for 5 months and 10 months respectively. The price dip in July continued to show a complete decline in price inertia. Production materials
