——政府的房屋租赁管理工作一直不能完全到位,无论是增量还是存量的房地产交易都是重卖轻租.首先,商品房屋价格过高,超出了居民的实际购买能力,使得房屋租赁成为市场消费的主流.第二,目前我房地产市场存在着“空置”与“短缺”的矛盾,单靠房屋买卖这一条途径解决这一矛盾是很难奏效,多渠道缓解房屋积压的压力,也需要加大房屋租赁管理的力度.第三,租赁价格比例不合理,80年代末,一套住房年租金与房价之比大约是1:120,现在大约是1:140.第四,金融服务不配套,也制约了居民购买住宅的支付能力.绝大多数居民并不具备完全依靠积蓄资金购买住宅的能力,而房屋租赁却能有效地缓解一次投资过大的矛盾.
