黑龙江水系是我国三横一纵水路运输网络最北端的一横 ,受寒温带大陆性气候的影响 ,港口属典型的“封冻港”。生产期仅有200天左右 ,同时由于港口装卸多层次结构并存 ,装卸方式的流动性、劳动的密集性和人机交叉性 ,形成了生产期与效益的矛盾。进而形成了安全与生产的矛盾。
The Heilongjiang River system is one of the northernmost horizontal crossings of the three horizontal and one vertical waterway networks in China. Influenced by the continental climate of the cold temperate zone, the port is a typical “frozen port”. The production period is only about 200 days. At the same time, due to the coexistence of multi-level structure of port loading and unloading, the mobility of loading and unloading methods, labor intensiveness and man-machine interaction, the contradiction between production and benefits has been formed. And then formed a contradiction between safety and production.
