目前,股份合作制已成为许多地方中小企业转制的重要形式。然而,一部分微利或亏损企业的职工不太愿意入股。虽然从有关红头文件中很难找到强迫职工入股的条文,但相当一部分企业在转制中自立条文或口头表示、暗示职工必须入股;少数企业则安排未入股的职工待岗或下岗。这种回避投资风险,并用是否支持改革这个政治标准来评价职工的投资行为,显然是违背市场经济规律的。针对投资入股难的问题,建湖县交通局运用政策这根“指挥棒”,较好地解决了这个难解的“方程式”——
