作为建材工业的主管部门,怎样搞好行业管理,是实践中急需解决的一个新课题。近年来我们作了一些探索,体会如下: 一、建材工业发展的客观形势要求加强行业管理为了加快发展我市的建材工业,我们对全市15个县、市、区建材工业的情况进行了调查研究。发现:随着我市建材工业的发展,乡镇建材企业发展尤其迅速,到1984年上半年,已发展到400多个,年产值在1亿元左右,与县属以上建材企业的产值相当。乡镇建材企业的蓬勃发展,对缓和建材产品供需矛盾,满足城乡建设需求,起到很大作用。但是,在发展中也存在一些问题:一是缺乏规划,盲目发展的现象比较严重;二是不能充分利用资源,造成一定浪费;三是与县属企业相比,设备更简陋,工艺更落后,消耗高,产量低,质量差。
