2001年6月初,美国总统布什作出了在201条款下对被指控倾销和补贴的外国钢铁进行全面调查的决定,以确定美国钢铁工业是否受到损害。中国、欧盟15国、日本、巴西、韩国、墨西哥和澳大利亚等20多个国家的钢铁出口都将受到这次调查的影响。2002年3月20日,美国紧急提高钢铁进口关税的201保障措施条款正式生效。至此,自1979年我国出口糖精首次遭遇欧洲共同体反倾销以来,中国企业被国外实施反倾销调查、保障措施的个案已达490余例,涉及30个国家。
In early June 2001, President Bush made a decision to conduct a full investigation of foreign steel accused of dumping and subsidies under section 201 to determine whether the U.S. steel industry has suffered any damage. Steel exports from more than 20 countries including China, EU-15, Japan, Brazil, South Korea, Mexico and Australia will all be affected by this survey. On March 20, 2002, the United States officially came into force on the 201 safeguard measures to increase tariffs on steel imports. So far, since 1979, China’s export of saccharin for the first time encountered the European Community anti-dumping since the Chinese enterprises were anti-dumping investigations and safeguards by foreign countries has reached more than 490 cases involving 30 countries.
