1989年,我局围绕全县经济建设中心,自觉适应治理整顿要求,组织各公司深入生产企业、开展多种形式的服务,以优化服务求经营发展、在提高保供中增加效益,因而在资金短缺、销售市场疲软等严峻的经济形势面前,全系统物资经营仍然稳中有进、比较均衡健康地发展。我们在工作中主要作到了五个适应、较好地处理了五个关系。 五个适应:一是思想认识相适应。根据治理整顿精神,紧密联系干部的思想实际,结合各个时期的工作重点,我们经常进行思想动员,强调振奋精神、知难而进、实干加巧干,使广大干部职工统一思想认识、始终保持良好的精神状态,从上到下确立了积极经营的指导思想。去年年初,通过学习和调查分析,我们预计到治理整顿的效应可能会在1989年下半年明显反映出来,因此,从早入手、从难准备,狠抓一季度和上半年的经营业务,实现了首季开门红,上半年完成了全年工作目标的60%,从而为全年工作赢得了主动权。
In 1989, the bureau revolved around the county’s economic construction center and consciously adapted to the requirements for the rectification and reorganization. It organized various companies to in-depth production enterprises and carried out various forms of services to optimize service and business development, and increase efficiency in improving supply and security. In the face of the severe economic situation such as shortages and sluggish sales market, the entire system of material operations remained stable and progressing in a more balanced and healthy manner. We have mainly done five adaptations in our work and better handled the five relationships. Five adaptations: First, adapting to ideological understanding. In accordance with the spirit of governing and rectifying and closely associating with the ideological reality of the cadres and combining the work priorities of various periods, we often carry out ideological mobilization, emphasizing the spirit of excitement, advancing in difficulties, and doing practical work to make the cadres and employees unify their thinking and understanding, and always maintain good results. The state of mind establishes the guiding ideology of active management from top to bottom. At the beginning of last year, through the study and investigation and analysis, we anticipate that the effect of the rectification and control may be clearly reflected in the second half of 1989. Therefore, we started early, never prepared, and paid close attention to the business operations of the first quarter and the first half of the year. The first quarter of the year saw a good start. In the first half of the year, it completed 60% of its annual work target, thus winning the initiative for the whole year.
