我国在新世纪初加入世贸组织后，必须加快技术创新工作以保证国家经济增长和社会发展具有强大的技术支持能力，加快形成国有企业跨世纪竞争和发展的新优势主题，加快建立以企业为主体的技术创新体系，这样，才能不断提高我国企业的整体素质和国际竞争力，在新世纪立于不败之地。
